Scientific organisation
The project runs over 36 months and is organised around three main phases, from territorial diagnostic to adaptation policy analysis.
Phase 1
First and fundamental tasks
Literature review, data collection and infrastructure diagnostic
The first phase covers the literature review on climate change and transport infrastructure, and on QSE models. It includes data collection on Normandy's transport network (IGN BD TOPO), GIS mapping of at-risk segments, and infrastructure vulnerability diagnostic through interviews with professionals (SNCF Réseau, local authorities).
Phase 2
QSE model development
Simple then empirical model to evaluate climate change impacts
The second phase is dedicated to developing the quantitative spatial economic (QSE) model. It starts with a simplified model (regular geometric network) to test theoretical formulations, before developing an empirical model calibrated on Normandy's actual geographical structure and observed travel flows.
Phase 3
Adaptation strategies and policy analysis
QSE model applications to infrastructure and mode choice scenarios
The third phase deploys the fully functional QSE model to identify priority network segments for adaptation, evaluate the economic benefits of upgrades, and analyse effects on mode choice and activity location. A round table bringing together academics and professionals is planned at the end of the project.
